“An anonymous complaint was filed this morning regarding our environmental compliance on the new dock,” Avery said. “The trustee had no choice but to hold our construction permits.”

“We cleared that compliance three months ago,” I said, my voice rising slightly before I caught it. “We spent eighty thousand dollars on those surveys.”

“A new complaint requires a mandatory thirty-day review,” Avery said. He began to clean his reading glasses, his movements slow and precise. “Every day those cranes sit idle, we lose twelve thousand dollars in rental penalties to the steel contractors.”

“She is efficient,” I said, looking at the gray sky beyond the glass.

“She has a very clear understanding of your leverage points, Beatrice,” Avery said. He set his glasses down, the black frames catching the pale light. “She is not acting alone. She has advisors who know exactly how our business is structured.”

“Where is Michael?” I asked.

“He is not answering his phone,” Avery said. “I called his personal line and his office line three times. But my assistant saw his car parked outside the harbor development office at nine this morning.”
